Another controversial Trump administration policy had its day in the Supreme Court today: Adding a citizenship question to the 2020 census.

The issue at hand was whether Trump’s Commerce Secretary, Wilbur Ross, had the right to add the question. And whether it matters that the question may lead to a massive undercounting of immigrants.

Trump has the advantage of having two of his appointees — Justices Neil Gorsuch and Brett Kavanaugh — on the bench. And by the end of the 80-minute arguments, it seemed they and the other conservatives were ready to side with the administration.

The Census takes place every 10 years, as required by the Constitution. The results are used to determine how many congressional seats, and how many Electoral College votes, each state gets. They also help determine how almost $900 billion in federal funding is allocated.

The 2010 Census asked 10 basic questions of every household in America: How many people lived there, how old they were, what their race, ethnicity, and gender were. It didn’t ask whether people were citizens or not. The government did ask a citizenship question in every census between 1890 and 1950. It was taken out by 1960.

But last year, the Bureau announced it was bringing the question back. It claimed the Justice Department needed the citizenship data to properly enforce the Voting Rights Act. But civil rights groups thought Ross’s real motive was to drive down immigrant participation. So they sued and won at lower-level courts in New York and California.

With surveys scheduled to be printed this summer, the Supreme Court agreed to hear the case.

On a recent cold Sunday morning, 13 college students arrived here for an unusual Spring Break: a weeklong date to get to know one of the countless rural towns struggling to attract teachers.

The trip was part of a feeder program, of sorts, created at Montana State University to address the state's education crisis: Nearly half of all Montana schools now employ teachers who aren’t certified, and almost all of those schools are in rural areas.

“Even 10 years ago, they were still pulling in people, getting applications, being more selective about who we can hire,” said Dr. Tena Versland, a professor at Montana State University who helped found the program two years ago. “Now it’s 'Just find someone.'”

The root of the problem is a decades-long inability to hold onto young people, who've been leaving small towns for bigger cities and never coming back. The shift is especially pronounced in the Midwest, where 85% of rural counties are shrinking.

Shelby, a town with about 700 families, one K-12 school, and a small main street that runs only a few blocks, has tried everything to fill the vacancies that pop up almost every year, with little success. So they weren’t about to let this opportunity of courting 13 aspiring teachers go to waste.

VICE News Tonight was there for the entire week, watching the town roll out the red carpet for the college students.

On the 26th March the European Parliament voted to pass 'The copyright directive in the digital single market.'

But what may sound like an innocuous piece of bureaucracy, has actually proved highly controversial. On the weekend preceding the vote, around 100,000 people took to the streets across Europe to protest the new law.

Lawmakers claim the directive will protect the rights of online creators, but opponents say it’s unintended consequence will be to restrict freedom of speech.

Claire Whalen is an 88-year-old Franciscan nun who just celebrated her seventh decade in the order. But that hasn’t caused her to slow down. In fact, she’s still very active both in her capacity as a nun — and as an environmental activist. VICE News visited her last month during the solar eclipse to talk about her most recent crusade: solar energy.

Whalen is part of a statewide effort to get people to install solar panels on their properties. And there’s urgency to this effort. In May, Indiana’s Republican-led State Legislature passed a bill that will make owning solar panels less affordable. But if people install panels before the end of this year, they’ll avoid this impact for 30 years. So, Sister Whalen is fighting back — by getting more people to go solar.

Vice News travels to Montana, where it's gotten so bad that they've started a program where future teachers spend a week in rural parts of the state to pitch them on really small town living.

24:04 VICE News travels to Lochmaddy, a coastal village in Scotland's Outer Hebrides, to investigate a site-specific art installation that demonstrates where sea level is expected to rise.

Along the Midwest’s big rivers, hundreds of miles of levees protect people and property. But when water surged into the Missouri River last month, the levees crumbled — exposing an ageing, insufficient flood protection system. And with heavy rain expected until the end of May, more flooding is due.

The Army Corps of Engineers has been scrambling to patch the broken levees before the rivers rise again — but gaping holes are still unfilled. Right now, the Army Corps isn’t sure if it will attempt to repair the broken levees, or look to develop new flood control systems entirely.

Last months floods were the most intense the Army Corps has ever seen in the midwest. "It's immense," Bret Budd, Army Corps Chief of Omaha District Systems Restoration Team, told VICE News. "The word that keeps going in my mind, the adjective I use, is that it's biblical. It's a biblical flood for us. It is going to tax the resources of everybody around. We have over 500 miles of levee to provide to reduce the risk of flooding. Of those 500 miles we had over 50 breaches."

In 1936 Congress assigned the task of flood flood protection on to the Army Corps of Engineers. It built levees, dikes and dams along thousands of miles of the Missouri and Mississippi rivers. The levees stopped flooding, but made the rivers straighter, deeper, and more powerful -- which contributed to a 20% increase in the risk of a 100-year flood.

So building higher barriers as climate change intensifies rainfall, could make future flooding worse.
